2018年11月12日，受南开大学EDP高级培训课程中心的邀请，龙金科老师在南开校区给河南郑州郑东新区干部学员讲授《基于大数据的智慧政府门户建设》。

龙金科老师的课程针对政府部门落实总理的“互联网+”和“一网通”的政策背景，课程主要以案例应用和项目实践为主导，让学员发现本部门的政务平台的运营问题，能够以项目实施为动力，理解大数据的应用情况，提出本部门的政务平台项目建设的大数据应用需求。能够和技术开发团队沟通，推进政务平台的建设，不断塑造自己的数据应用思维，为后期智慧政府平台运营打下良好的功能基础。
